To the ACLU,

I  have been speaking to various individuals in Los Angeles who  have been targeted for online speech that has nothing to do with a credible threat or anything that even faintly resembles a threat.  The ACLU has been very outspoken about the FBI, warrantless surveillance, and undertaking preliminary investigations that are not supported by articulable facts and limited in time and scope.  It seems that parties in Los Angeles are engaged in suspicion-less assessment invvestigations.

Coyote Shivers, REDACTED, and I have all been targeted by the City Attorney of Los Angeles and have been the subjects of LAPD investigations based on allegations made by minor and major celebrities.  These investigations are conducted without an adequate factual basis to believe wrongdoing has occurred and abusive results have indeed occurred.  All three of us have been targeted for pure speech activity.  For instance, I was charged with intending to annoy Leonard Cohen because Mick Brown/UK Telegraph and I had a conversation about Phil Spector and statements/testimony related to Cohen presented to the Grand Jury and raised in Spector prosecution motions.  The City Attorney took offense over the fact that I believe Cohen lies about Phil Spector and perjured himself.  Of course, the City Attorney concealed the context of these comments because it is obvious that they wanted to elicit testimony from Leonard Cohen re. Phil Spector and guns.  Unfortunately, there are now three versions of Leonard Cohen's gun stories before LA Superior Court - although one continues to be concealed by the City Attorney's office that impeaches Cohen's testimony during my trial and the Spector prosecution's version.

REDACTED WAS FALSELY ACCUSED OF USING the word perjury online with respect to a woman who has falsely accused her and lied in court.  Coyote Shivers posted an online note that humorously noted (and I am paraphrasing) that should someone see his ex-wife (Pauley Perrette) following him, they should call LAPD.  Additional charges were added to his violation of a restraining order charge.  How did he violate a restraining order?  He inadvertently ran into his ex-wife when he and his present wife went out to dinner.  Because of the online comment, an additional charge was brought.  His comment annoyed or harassed Perrette.  

The waste of taxpayer dollars is astounding but beyond that there are egregious civil rights violations and what appears to be illegal surveillance and the targeting of innocent citizens for celebrities who have civil litigation matters before them.  

Let me quote the ACLU on the FBI but do apply it to Los Angeles - the predication for opening Preliminary 
Investigation “was factually weak” and often based on unpersuasive, “speculative, after-the-fact rationalizations,” rather than contemporaneous documentation, as required.  

False and trumped up charges are then brought against innocent people.  There also appears to be an abusive situation with respect to incompetency, mental health, and an attempt to commit innocent people who the City Attorney (and possibly other agencies) have brought charges against.  

It is an outrageous situation and demands the attention of the ACLU, DOJ, and others.
