Is this what Leonard Cohen and his lawyers will argue in response to my RICO suit?  Why is a criminal stalker harassing me over this issue and copying you in on his email?  Are you somehow involved with Leonard Cohen?  So, if Cohen's fantasies about my "fee waiver" don't come true, he'll file a Rule 12 motion to dismiss?  Why will the court dismiss my complaint?  Because this Clown says so?

To answer your question, if you Borrow the $400 filing fee the court will dismiss your complaint under Rule 12 instead of section 1915 (e). The same standards apply. And your lender will never see the cash again.
