Hi IRS,

I continue to be criminally harassed over federal and corporate tax matters.  I don't know what a Cohen related entity is but I have thoughts about the matter.  So does Steven Machat.  The City Attorney and LAPD are unaware that state laws must yield when in conflict.  Fascinating.  I suppose that's why I have an LAPD report that clearly states that my alleged emails were generally requests for tax information but proceeded to forward it to the City Attorney's "domestic violence" unit although there's no domestic violence and I was not Cohen's "intimate" dating partner.  The government is not assigning me a relationship with a man who exposed himself, reviewed vile pornographic images in my presence, or sexually harassed me for years.  The City Attorney must have a fascinating work environment, no?

In any event, I think a federal court will understand these issues.  I will also attach the lawsuit proving that Cooley, who aligned himself with Cohen, retaliates.  It looks like LA Confidential might be out of control again.

All the best,
Kelley

Mike Feuer,

I still do not have IRS required form 1099 for the year 2004 or the required corporate tax information (including for corporations whose status is forfeited in California; never did business in California; or have no business purpose whatsoever).  IRS is very clear:  when state laws conflicts with federal laws related to IRS matters, state laws must yield.  I do not understand LAPD and your prosecutors are unaware of this fact.  The lazy lawyer can simply google this and the IRS Internal Revenue Manual related to Criminal Investigations will clarify all doubt.  I continue to be criminally harassed by Stalker Stephen Gianelli.  I think he has some pals in your office.  That's most unfortunate since the general consensus is that he's "moonlighting."

Jeffrey,

While I do not enjoy being criminally harassed over federal and corporate tax matters, I would like to point out IRS position re. a conflict in laws involving IRS required information.  I'll give you a clue:  federal laws prevail and LA Superior Court will have to yield in a conflict.  Not only is there a conflict here, there's a controversy.  I am once again requesting IRS required form 1099 for the year 2004; corporate tax and financial data (including corporate accountings, profit & loss statements; etc.).  I don't see an exemption on IRS website for whatever a "Cohen related entity."  I assume that might be an entity without a business purpose.  Or, an entity Cohen uses to evade taxes.

Overview

  1. The authority to enforce Federal laws is derived from a variety of statutes. These statutes may assign the enforcement of any given law to a particular department such as the Treasury Department, an agency of a department such as the Internal Revenue Service (IRS), or simply that the enforcement falls to the legal arm of the government, the Department of Justice (DOJ).
  2. The various departments of the government then further delegate the authority to enforce the laws through Orders and Directives issued to agencies. The agencies then issue Delegation Orders (or Rules) to specific functions and sometimes even specific positions of employment within the agency itself.
  3. This section discusses the more common delegated authorities.
